The first thing to check with an electric jack is the battery. If the battery doesn't have enough charge or has gone bad then the jack will struggle. It is easier for it to lower because gravity is helping out. When raising the trailer though it requires more power. You could take the battery to an auto parts store to have it tested. If the brake lines on the axle of your 2013 F53 Chassis are underneath the Timbren Rear Suspension Enhancement # TFRF53A you can carefully bend them out of the way so they will not be underneath the spring when it contacts the axle.
